Following the overthrow of the government in a revolution in April 2010, a provisional government has been ruling the country, with elections planned for October 2010. On 10 June 2010, the fragile peace was broken with the eruption of violence in the southern Fergana Valley region of Kyrgyzstan, widely reported as having been provoked by a series of planned and orchestrated events. Overall 400,000 persons have been directly affected by the violence, out of a population of 1.2 million persons in the affected areas. 261 persons have been killed as a result of the violence. It is estimated that 2,250 residential properties were destroyed or severely damaged. Whilst damage to social assets has been minimal, the loss to livelihoods and local economy has been extensive, due to destruction and damage to shops, markets and businesses, as well as disruption to agricultural work and trade.
ACT Alliance seeks to assist persons affected and displaced by the conflict-based emergency. ACT proposes to assist 6,132 families (45,990 persons) in Osh and Jalalabad oblasts (districts) with continued relief and also rehabilitation activities in the following sectors: Food, Non-Food-Items, Protection, WASH (water, sanitation and hygiene), livelihoods and psychosocial support.
Psychosocial support has emerged as a key area requiring interventions. Many have witnessed killing and arson; they have seen the destruction of their homes and belongings, with many relying on humanitarian aid to meet their basic needs. The ethnic mix of the affected area is in jeopardy as people feel insecure to live in an area where they are a minority. This may result in increasing polarization and lack of belongingness in the future.
